ЁYou may use iCloud, AirDrop, iTunes – you can even email the file to yourself and then open the attachment via iBooks.app. And there’s also WALTR. With a simple drag & drop movement you can send any file to your iPhone without even plugging your iPhone in.
Not sure if this answers your question but Waltr 2 is the best way to add stuff without using iTunes. It needs a Mac. Manipulating files is deliberately crippled on iOS and Apple makes it painful to add content to your iOS devices to goad you into paying them for books, audiobooks and music.
